What kind of background can I use to stick on wall so that words can be removed and replaced at all times?

Sometimes, I just laminate a piece (or pieces) of poster board. Things can be taped up and removed, or you could use velcro.

The poster board can be attached to the wall with loops of duct tape.

I know this sounds strange but I learned it from my principal who was a former teacher. If the word cards are laminated you can use rubber cement on the back of the cards. It will stick to the wall and pull off easily when your are done. You then can rub the left over cement on the wall right off with your hand. I've done it and it works.

I put mine on poster board, too, after I pulled paint off the walls with mavalus tape. The poster boards were easier to attach than the individual words.

On my brick wall I use Velcro pieces that have the sticky backs. It's a little on the expensive side, but it works great to put things on a brick wall. This year I'm having the custodian put bulletin boards on the brick to make it usable.
