When looking for a teaching position i notice some district job postings are few and seem to leave it open for 5 days. It makes me believe the school already has someone in mind.
Is it better to send a resume and cover letter to all the schools i am interested in even if that school doea not post.

I have used that strategy before and it has landed me a job. The P knows about the school's needs and may know about openings that haven't been posted on the district website.
Before you do that check the website and make sure they don't specifically state that you are not to contact the schools.

This. The districts near me specifically state not to contact Ps about jobs. If it doesn't say anything, I don't think it could hurt, though you should probably apply formally through the district site as well as sending resumes and cover letters to individual schools.
