Do you do a project? How much time do you spend on rules and procedures?
I would do a small project the first day. Something relatively easy.
I would explain to the students what to do when they first come in, where to find the supplies that they will need each day (will you keep them on a table, at the worktables, in a specific place), how to ask permission to leave their seats, what to do with pieces when they finish, and what to do when they finish, and how you expect them to clean up.
Then I would spend the first few times of the students coming reexplaining these rules and procedures as well as having them use them.
I would explain more specific rules and procedures when you need them.
