How do you handle students who are apathetic and difficult to motivate?

I try methods that are designed for that student. Some students need a challenge, some you just plain have to make mad, and others need positive rewards. I always let them know that I know that they can do what I am asking of them, though. When I am introducing myself to my kids at the beginning of the year I tell them that I have heard wonderful things about them (even if all I've heard is bad as with the kids I have this coming year) and that I have very high expectations for them because I know what they are capable of. I remind them of that when they have down moments. For most kids that's a challenge that they want to meet, for some it's something they've never been told. They'll tell me, "not me, I'm stupid" and other things like that. I just keep pushing and trying with them.
