I have a wheel that I use to explain this. It is cute and gets the point across. If you want to PM me with your email address I can send you a picture of it. It's kind of hard to explain.
When we taught this, we sorted words into two categories (y that says i and y that says e). I taught the students that in short (one syllable words) y says i and in longer words y says e. I explained that if they aren't sure, they can read it one way and then switch to the other sound if it doesn't make sense. It helped that they already knew my as a sight word.
