Mrs. M, you asked your principal what to do; at this point it's an administrative issue. Do as your principal directed and keep her in the loop each time mom responds.
I wouldn't respond back with an email. A phone call with direct conversation may clear up a lot.
I really don't have any advise, but I do have a comment. I find it very odd that a parent who is a teacher would be making such excuses for homework. Its shocking. I completely understand about having a lot on your plate, being busy, and having limited time but lets face it your kids should be your number one priority. Nothing else should come first. I cannot imagine saying "I can't help my child with their homewrok because I don't have time."
Ask them to come in for a conference.
Try to set up a "homework plan" with the student, have them work on the sheet for 30 minutes a day and check it daily. If they didn't do at least a page (Or however much you believe they are able to do in 30 minutes), make them stay in during recess
