Personally I have no issues with Charters and have been in environments like the 1st you described. The extra pay wouldn't be enough for me when you factor in the longer year, travel, and behavior. If you need more money, get a summer job.
I spoke to one of the Ps in the district you are referring to. (My best friend got a job there, but I am not certified for her only open position). She said that they are not dealing with behavior issues. The kids will be kicked out. So you may want to ask a bit more about their behavior plan.
Go with the charter if money isn't an issue.
Go with the grade level you prefer.
If this "new" district is the one that I'm thinking of. . . .don't count on that salary staying, I believe it's grant money. Therefore, I would be concerned about stability of staff, schools etc.
I'd go with the charter school.
