I read you question and want to offer an answer/advice but I am unsure what it is you are asking.
Please would you restate your question.
    Thank you so much.

ok.. Some of my applications are asking what subject I have an NCLB Certificate of Compliance. This certificate is signed by a superintendent and should state the school/district.

I just received my Preliminary Credential, so I have no teaching experience and so have had no way to get a certificate.

So, although I am compliant, I have no certificate.

Thus, should I leave those boxes unchecked. (aka. no certificate in English) even though I am compliant.

OK....I had to find this document on the web so I could look at what you were talking about.

There is a signature line for the superintendent but only to verify he/she backs up the info on your form.

The certificate is on the web...I just pulled it up by typing in NCLB Certificate of Compliance. Just print it and fill it out.

It has you check the appropriate boxes for your situation.
You must also check the box for the subject you are certified.

Since you have never taught, you will check the box that says you are a new teacher, then you will be directed to the lower half of the form which asks did you take your exam and/or which coursework did you take.

You are also directed at the bottom of this form to attach necessary documentation as proof.

The school/district would be where you are applying.

Take a loo at the form....I don't know how to add a link here. Sorry...I typed the info into the search bar not the address bar.
