    They need:
phonological awareness (hear the larger parts of words, rhyming, onset/rime, syllables)

phonemic awareness (hear and manipulate the individual phonemes)
hear the initial sound of a word
    final sound
    medial sound
change the (final, middle, end sound) to make a new word. change the /c/ in cat to /h/ to make the new word hat.
understand that the word cat is made up of three sounds (/c/ /a/ /t/)

    Phonics (letter(symbol)-sound correspondence)
recognize and read word chunks/word families (and digraphs and blends).

    letter ID
    vowels (short and long sounds)
    left to right progression
difference between a word and a letter
    recognizes punctuation
    print-voice matching

    understand fiction/non-fiction
read/write for purpose (make a list, write a letter, write a story, compare/contrast information, read facts)

    be able to retell
    make predictions
make opinions, back up opinions (why?)

There's SO much more, but I can't think of anything. Hopefully this will get other people's brains thinking.
