I have one year teaching experience at a private school (my current employment).
I already signed my letter of intent that I will not be returning, and I am leaving on good terms.

My current salary is extremely low. Is this a good reason to tell a principal why I am leaving my current school?

I teach in a private school. It is very common for teachers to leave because they need more money to support their families. I don't think your P will find that objectionable.

Money is absolutely a legitimate reason to not renew your contract.

I meant to say in a teaching interview. If a panel asks me why I am leaving, is that answer okay to say?

So you are quitting before you get a job? YOu should stay until you get a job offer. I've always heard it's not good to answer that you needed more money. You kind of need to lie on this question/

"It wasn't a good fit" is usually the most diplomatic response.

Mentioning money is considered in poor taste early in the interview process.

You should always say you're returning in case you don't get another job. A low-paying job is worth two in the bush.
