How do you address and market yourself in a general cover letter? For an in-district transfer?

For my district the transfer tab is open ended and it's more "mass email" rather than specific positions open at least for elementary. Secondary they advertise specific positions.

I didn't think I needed a cover letter but to market myself moving from SPED to general ed I should write one but other than selling myself and them on why I want to be a general ed teacher.

Hw do I go about that? Dear Prospective Principal?

Just the address part is giving me hives. I don't know who has what open and what schools. I'm just putting myself in the bingo ball bucket....that's kind of how it is. And I'm hoping B1 pops up and someone goes Bingo let's interview here.
