What methods or strategies can we use to help a 2nd grade student become a better reader?
What is the student's difficulty? Comprehension? Fluency?
One of the best solutions is read more and read appropriate level books that are "just right" for the child's ability. Not too easy and not too challenging

The most critical thing is have them read something that is relevant to them and they will want to read it. Of course, if they're just an emergent reader they will just have to do the hard work of getting there, but try to find something that they're passionate about.
Comprehension, she can read but when it't time to answer questions about the story she does not know.
