I have heard that when the kids start washing hands if they sing the ABC song its about 20 seconds, the same time they should be washing their hands, but, I don't know of any about washing hands.
I've had the kids sing "Happy Birthday" while they wash their hands to teach them how long to do it for...but, like ABall, nothing specific about hand washing

this is what we use - I made up my own melody: this little hand it a dirty little hand this one is its brother we wash and wash and wash and wash and they get clean together.
For some reason I started saying Rubba Dub Dub Three Men In A Tub to get them to 'rub' their hands together while washing...THEY think its funny.
