Most text books on ECE explain the development of ECE in US. Check one out at a local university or college. One approach might be the government support and money for ECE. Good luck
David Kirp's book The Sandbox Investment (Harvard UP, 2008) has a nice run-down of both U.S. and English systems of ECE.
