Do you think it's my responsibility to call these parents?

    After sending home 3-4 permission slips with kids, and including a note that if money is the problem, we can help with that, I don't think teachers should have to take our limited time to call. But we still do.

    Yes. Call. You don't know what might or might not be going on at home. Just call.

    Agreed. Definitely not your responsibility. But, I would probably still do it.

    I would be more concerned about the parents never checking their child's planner. The permission slip is just one issue. I would call them out on that first of all (in a pleasant way of course...it's not like they're supposed to take an interest in their kid's school work). I think it would give me peace of mine to call because it probably isn't the student's fault and it wouldn't be fair to not let them go on the trip for their parent's mistake. It could also be that the permission slip is stuck on their fridge and they just forgot about it.
