I'm a brand-new 7th grade math teacher, but I've conducted children's choirs in the past and I'd love to be able to teach choir. However, I don't play piano and I need to do a lot of work on music theory and history. Anybody have recommendations for a course of self-study I can do to be able to pass the various parts of the music CSET?

This looks fairly promising: http://www.dolmetsch.com/theoryintro.htm. There are also software packages of various sorts. And if you don't already know about Finale Notepad, you should - it's software for writing music and typesetting it, and it's free.
