If I am emailing Ps, should I still have a cover letter?

If so, does that get included as the first page of my resume, or a separate document?

Additionally, if there is not a position open but I just want to get my name out there (including my digital portfolio), is the cover letter still necessary?

I would send a short message as the body of your email and then attach your resume, cover letter, and whatever else you want. I would make them separate attachments rather than a multi page one. They're more likely to read the email if the body is short. I know all districts around here require cover letters as part of your online application, so you'll need one anyway when you start actually filling those out.

This is true where I live, too. You definitely need a cover letter. It should be completely different from the body of your email and your resume. This is the place where you might sprinkle clues that offer insights into your own educational philosophy, while also being sure you words align to the views of the district you are interested in/applying to.
