Applying to the same person again?

I have a situation I'm not sure how to handle. I already applied with a district for a job opening at the high school level. Now, a few weeks after that has closed, they posted a job at the middle school. I really want the HS job, but I love the district, so I would take middle school. (Beggars and choosers and all of that.)

Here's my question: the application is going to to same person (asst superintendent of HR). Can I use basically the same cover letter, but tweaked? Or do I write something new--keeping in mind that I am finishing student teaching and that was really my best stuff. Also, do I mention that I applied for the other job as well? Is there anything else I am missing?

I would probably send a email to the contact person, attaching the original cover letter and your resume. I'd have a message like "I previously applied for A job, and I would also like to be considered for the newly opened B job... blah blah blah..."
UNLESS your cover letter is not suitable for the position.
