I am working on my "Elementary Education teacher license" but on the meantime I would like to get the "Substitute Teacher Certf". My question is: Does it matter what city/county do I get the certificate from? Can I apply for a job for next year with the certification being in process? Can I apply for more than one county job opening?
    Please help. thanks,
also where do i go (besides county webpage) to look for job postings?

    http://www.njschooljobs.com/ - employment
    http://www.state.nj.us/education/tttnj/cert/ - substitute requirements

Here in illinois you have to obtain one certification then you must go to each county and register that certification with them. Some counties will mail you the forms just by calling.
I found a couple of websites that dealt specifically with NJ and substitutes and jobs too. Good luck.
