I teach in a Residential Alternative School. I am having difficulty coming up with consequences for breaking procedures.
Calling home and going to office are not options.

What age levels are you working with? Are there any privileges that your students have that can be taken away or earned with good behavior?

I think experimenting with new things and idea by the teacher to their student provides them lots of choice and different options when it comes to assignments and projects. These will boost an idea of creativity in the student that will help them to think out of box and being a different.
