I would definitely go forward with the bank.

My niece was involved in some minor family thefts. My sister convinced everyone not to press charges and she took care of repayment for her daughter. Well, the behavior continues to spiral and she continues to do things that are worse and worse. The courts have been lenient because she didn't have a record...

Press charges. This young person is more than old enough to take responsibility for his own bad choices. Talk of suicide is emotional blackmail. Don't let yourself be blackmailed. You deserve better than that.
